Tunji Adepeju, a financial analyst speaking in Ibadan, said the Central Bank of Nigeria is not issuing new BVN numbers but enforcing stricter controls on existing BVN-linked services. He said the move is aimed at improving identity verification and reducing fraudulent access to bank accounts.
Under the revised rules, customers can update the phone number linked to their BVN only once in their lifetime. They must also use the same phone number originally linked to the BVN for banking transactions, a change that puts the registered line at the center of account access and recovery.
BVN phone rules
The framework also limits mobile banking access to one device at a time. Adepeju said logging into a banking app on a new device will automatically deactivate access on the previous device and trigger additional verification steps. Customers who lose their phones may need to visit their banks physically to register new devices or update details, although banks are expected to provide support for reactivating access.
Financial institutions must also flag BVNs and place them on a watchlist for up to 24 hours if unusual or potentially fraudulent activity is detected. The rules are designed to curb fraud, strengthen identity management, and improve the integrity of the banking system, with the policy allowing only one change per customer for BVN-linked phone numbers.
BVN since 2014
The BVN system was introduced in 2014, and the latest framework is described as one of the most significant updates to Nigeria's financial identity system since then. Adepeju advised customers to link their BVN to a secure and permanent phone number, preferably one connected to their National Identification Number, before the May 1 deadline.
